Saddam was born after only seven months in his mother's womb. His growth was incomplete, therefore he needed to stay in the ICN for another seven months. He needs special nutrition for his growth in addition to other expensive supplies. These expenses were very heavy on the family, especially his father since he is the only breadwinner for a family of eight. He is not able to cover Saddam's ICN and nutrition costs.
